However, it’s worth noting that brokers dealing solely with frozen fruits and vegetables are exempt from licensing requirements until the total negotiated sales exceed $230,000 in a calendar year.

Additionally, those selling fresh and frozen fruits and vegetables at retail require a PACA license once the invoice costs exceed $230,000 in a calendar year.

Understanding Licensing Fees

As of 2010, the base annual license fee for commission merchants, brokers, and dealers is $995. On top of this, there is an additional $600 fee for each branch location or additional business facility. However, the total annual fees paid by applicants will not exceed $8,000.
